I got an answer from JTAC that listed the normal fiber SFPs but not
copper.  I've got a few random LR fiber SFPs in there now (a couple
chipped for Juniper, a couple not) that seem to work okay.

FiberStore tri-rate, chipped as Juniper.  I'm getting a non-tri-rate SFP
from somebody else to test and see if that's the issue.
