[j-nsp] MPC7E-MRATE - won't come online (enhanced-ip done)

Last week I swapped out from DC Power to HC AC Power one of our MX960s and all 4 AC power Supplies came new out of the sealed shipping box from juniper with the dip switch in the 1 position and setup for 2 feed operation.

This one was interesting...the high capacity PEM's operate in 1700 w mode with what I think is the default dip switch position zero (0) as opposed to 1, which allows it to operate at 4100 w

While I was trying to slot the MPC7E-MRATE card in slot 1 and 10, I got these messages about needing 465w but only 55 or 455 remaining...

So apparently the MPC7E-MRATE needs 465 watts to boot, and it didn't find enough power.

it was trying to tell me that I have 2 power feeds and the dip switch is set to only allow 1.

I just found out that there is a dip switch on the back of my high-capacity PEM's that needs to be flipped from 0 to 1 for the additional power feed I have going into it.  Show log chassisd shows my fpc asking for power but my system doesn't have enough.
