Thank you for the response I'm glad we're not the only one out there.

Hmm interesting,
The problem related to BGP route refresh after addition of new VRF was that
it took as much as 10 minutes for routes to appear in the newly configured
VRF (on 12.3). 
 -these were routes already being imported by other VRFs on the box so
already present in bgp.l3vpn.0. 
Workaround was to remove full internet table from those nodes (or even
better stop advertising full internet routes from RRs). And the move to 15.1
improved things a bit further but then VRRP switch on commit appeared -that
in turn was fixed by moving VRRP to line-cards. 
But still the import times are couple of minutes.
