Yes, BIER is not yet available, so you'd still need to maintain IP in
the core for Multicast.

I imagine there'd need to be a spec. for it, as there was for p2mp
RSVP-TE and mLDP. However, with BIER supposed to solve that problem, I
think the IETF will focus on that.
Of course, I could be wrong.
My understanding is that SR-TE and BIER will place more emphasis on
hardware capabilities, particularly with legacy gear.
