[j-nsp] MX80 Input Scheduling/Shaping

Hello,
Egress scheduling/shaping on MIC ports - correct, that's why I said 
"roughly" equal.
Ingress scheduling/shaping  requires Q or EQ MPC which is not supported 
on MX80.
