[j-nsp] Advertising inactive routes to iBGP neighbors

Hi Nathan,
The only reason I'm using EVPN-VXLAN is for ESI LAG multihoming to the
server. In this particular setup, the spines do not do any VXLAN
encap/decap and act only as BGP RR's for the leaf switches.
The static /32 route is necessary to allocate IP address(es) to the
server. I'm treating it as if it were any standard layer 3 network,
except the next-hop interface in this case just happens to be an irb
that is the l3-interface for a VXLAN. Since all this is happening on
the leaf switches, I need to somehow redistribute this routing
information to the spines.
Thanks,
James
