Thanks everyone for your input. The reason we wanted dhcp relay even on the
irb that the dhcp server resides is that the extended information is passed
such as port, switch and other aspects for doing some auto provision
devices. We ended up just writing the dhcp server code to exclude the
non-relay packets when processing.
