[Ndr] Read out of OECS call

Good call with Bevil today. He had a call with the OECS http://www.oecs.org/

OECS is a treaty organization in the Caribbean and are strategic
cooperation wise.

They know what we are up to and are supportive. They have inquired about us
helping Tortola ASAP and are asking for more details. They can clear the
way to get gear through. They also want help with St. Maarten and the BVI.

We'll have more update shortly

On the gear front, Phil made a lot of progress on a router configuration.
Moving to access points.
