[Ndr] AP configs

Anyone working with NetHope? Microsoft is involved with them as well as
Cisco, Erikson, Digicel, Facebook. From what I understand they have
installed VSAT connectivity on Dominica, St Maarten, and Antigua and are
going to be working in Puerto Rico, possibly doing a TVWS (TV White Space)
deployment.
