Not particularly, no. If it's outside the Auckland region it's very easy.

They do have a preference list for certain industries, but regardless
if you have a job offer it's going to be very simple. Even if you're
going as a skilled migrant with no job offer, it's not incredibly
difficult.

At least according to someone who just returned after working there for awhile.
