I get a fast busy on any calls to T-Mobile phones, either from T-Mobile,
Sprint, or Qwest landline.  Calls from T-Mobile cell phones out to other
providers seem to work.  I've tested to phones all over the metro, not
localized in one area.  Any else see this issue?
