Moving to outages-discussion given the nature of my mail.

SBC stands for Session Border Controller, and are devices predominantly
used for handling SIP and/or RTP processing (in English: VoIP), and
numerous other telephony-oriented things depending on the capability of
the controller and what modules are installed.  Wikipedia has this
