They often actually *can* be resolved, but this is meant to be done rarely, at design/compile time, not for every instance of processing one of the referencing documents.

DNS has been used as a scheme of name allocation a lot (e.g., for Java module names).  
For some reason, people don't fetch a document each time a Java class is instantiated...

In many countries electrical sockets are round, but that doesn't mean you should put your finger in there.  Stove tops "afford" sitting on them, windows jumping out of, ...  Just don't do that.
