They are supposed to be resolved....  ONCE;  when the parser software
is being built...   to construct the system cache or catalog when
preparing the parser for use.

I don't think it was properly imagined that app developers or
administrators would be so abusive as to allow their application to be
built or misconfigured in such a manner,
that   the  well-known URIs could be queried  at runtime,  every
single time the parser was looking at a document.

Even if W3 servers had unlimited capacity, this would increase the
latency of the parsing operation;  it is very poor app design.
