[Outages-discussion] Why not to label fiber-optic cables "High Voltage"

The part that I focused on the most was this:

I'll refrain from using foul language, but absolutely remarkable.  For a
PUC to not have this kind of information is unacceptable.  I'm sure the
blame goes both ways.
