[Outages-discussion] Why not to label fiber-optic cables "High Voltage"

Who said the PUC doesn't have the information?  It was emergency services
that didn't have the contact info.

I'll refrain from using foul language, but absolutely remarkable.  For a
PUC to not have this kind of information is unacceptable.  I'm sure the
blame goes both ways.
