I’m not a BGP expert, but I log onto AT&T’s route server, it looks like AT&T gets to 213.171.192.0/19 via some other networks:
rviews at route-server.ip.att.net> show route 213.171.218.8
inet.0: 459011 destinations, 6884944 routes (459011 active, 0 holddown, 0 hidden)
+ = Active Route, - = Last Active, * = Both
213.171.192.0/19 *[BGP/170] 2w5d 12:29:15, localpref 100, from 12.122.83.238
AS path: 7018 3257 8560 15418 I
> to 12.0.1.1 via em0.0
….
So it doesn’t appear to be a direct peering issue, but something between AT&T and Tinet (AS 3257).

Hoping someone has the contacts to get this resolved. AT&T apparently has a peering issue with UK 213.171.192.0/19 AS15418. This has been going on for over a week, and the site admin and downforeveryoneorjustme both agree site is up. Called AT&T support center and got usual clueless person who said "the only reason I can't get to the site is it is down" and refused to put me in contact with anyone with 1/2 a clue.
