[Outages-discussion] Issues between NTT and Verizon

It is trivial to verify that congestion exists between 701-2914,
without getting into any information which would be covered by NDA.

Without providing editorial commentary, I'd not expect any upgrades
any time soon either, due to traffic ratios and neither party wanting
to budge.
