Minor nitpick:

It's not a conscious decision like "I'm going to flip on the
lightswitch".  The reservoir was flooding and water spilled over a
section of the dam that was designed as a last ditch 'oh @&^$'
mechanism.  'They' had decision in the matter. ;)

Right now they are at 0.7 feet above the emergency spillway
(http://cdec.water.ca.gov/cgi-progs/queryF?s=ORO), so it looks like
things are safe for now.  But they have to repair the emergency
spillway and the main spillway quickly because another set of storms
are moving in later this week.
