I think it’s more than just Cloud PSTN. http://heartbeat.skype.com/ shows known issue of users unable to connect since the 19th. Downdetector also still shows lots of Red in EU: http://downdetector.com/status/skype/map/

I first read this email as "WOW!" but if I am reading properly, this only impacts Cloud PSTN deployments not everything.
