[Outages-discussion] AWS Frankfurt BGP Peering Issues

Yes, have about 30-40 VPNs all into EU-CENTRAL-1 in various stages of 
down-ness.
IPSEC DPD died and IPSEC stayed down for 30-45 minutes, now IPSEC is 
mostly up and BGP is just down/can't ping across the /30's
