OPTIONS Polling would tell if you if the next hop is responding, but
wouldn't satisfy the OP requirement of testing for call answer. That pretty
much demands an INVITE.

An option might be iTest (ipt-networks.com/itest/), which places calls
through your system and tests for FAS and call failure. These can be set on
a schedule and would test both your inbound (iTest to your service) and
outbound (your service to called party).
