[Outages-discussion] List suggestion?

I think anyone who intends to keep a thread on outages because they have 
additional /useful /information to add would know how to change to the 
To: line back to outages.  OTOH, this change stops all the chatter from 
folks just hitting reply on the main list without losing the information 
sent.
