I concur, as I expressed later in the post.

I was joking, and I thought it was obvious from the next line.

I didn't misinterpret it, I was attempting to show that if we drive home 
the point of not using public DNS, users are just going to switch to 
other unsuitable public resources such as NTP as ping targets.

It's IMHO not so much "don't care" as "don't know any better", coupled 
with the lack of a well-known public alternative designed for the purpose.
