Googling "911 test call" takes you, largely, here:

Googling the string they suggest:

"emergency communications center non-emergency number 727"

gets me a *lot* of PD and fire non-emergency numbers, but does NOT
give me the NE number for the 727 PSAP -- which I know because I 
*have* that number in my dialling directory, and a complete album
of photos of that room before they staffed it about 10 years ago.
It's a very pretty call center, attached to the new PCSO building.

So, how, exactly, are semi-civilians supposed to execute these
instructions, Mel?  Real-world.
