[Outages-discussion] Outages lists configuration thoughts

Active outages discussions by definition belong on outages-discussion at . 
It's right there in the name.

I'm 100% in favor of setting the default reply-to of outages@ to 
outages-discussion at . Those savvy enough to realize that they are 
contributing new, relevant information (not discussion, information) 
important enough to warrant posting to outages@ are also savvy enough to 
change the address in their mail client before replying.

It's a simple fix that will drastically reduce the noise in outages@ 
without reducing the utility of either of the lists. If it doesn't work 
out well, it's also a simple fix to revert it.

+1 for changing the default reply-to.
