[outages] Level 3 Boston (Comcast NY) handoff packet loss since 11AM EST

I had just reset the MTR counters, sorry. I have been getting bounced
out of apps all day. Here is an MTR running for the last 30 minutes.
Smokeping is also showing 4.37 avg loss, 44.41 max loss and 9.53 current
loss (png attached if it goes through ?)
