[outages] FW: Phonoscope (Houston TX) Internet outage

They've been down three times today: 11:57am-12:26pm, 12:28pm-12:59pm,
1:22pm-1:24pm
Reason they gave me: they lost BGP session(s) to their upstream
provider(s). 
Being multihomed gotta do some massive screw up to accomplish that...

Our Phonoscope Internet connection has been down for approximately an
hour,
although our MAN connection is still up.  I'm guessing that this is a
citywide problem, as their NOC number has been ring-no-answer every time
I've tried to call.
