[outages] Brighthouse Tampa - outage?

[VICIDIAL]

Confirmed Brighthouse outages in several locations in St Petersburg and
Tampa. We confirmed this with our colocation facility in Tampa as well.

Their phone lines here in Pinellas are all returning fast busy as well.
