[outages] mail.live.com doesn't resolve to anything. Hotmail Affected

Seems to be fairly widespread.  outlook.com is also not resolving.

Both get as far as glb{1,2}.glbdns.microsoft.com which successfully returns
an SOA for the domains, but nothing more.
