[outages] Microsoft MSDN CDN Performance Issues

I've had a similar experience (TechNet, but I'm sure the backend CDN is 
the same). I found that that the download speeds are significantly 
faster if you use Microsoft's download manager as opposed to just 
downloading the file through a web browser.

Of course, it could just be me... :)
