[outages] Microsoft MSDN CDN Performance Issues

Anyone seeing major performance issues with Microsoft's MSDN CDN? I'm trying
to pull some content down, and the fastest we're able to get from any point
(office, Equinix POPs, etc) is 61.5kB/s-63kB/s.
