According to the NOC;  "We have a ten gig circuit down between Atlanta
and Florida, we have shaved traffic as it's causing several issues"

I can confirm that we only see the Atlanta Region network on our ports
to them from Atlanta and we have no Ingress traffic at all coming in to
the ports.

So "shaved" seems to mean let's stop sending and announcing routes.
