[outages] Level(3) problems in Denver

We are seeing that connectivity from the Comcast network is fine, but most others that I have checked have 45-80% packet loss.

>From my node in Handy Networks in Denver, everything looks fine with Level3. The issue is probably only with a specific edge router.
