[outages] Level(3) problems in Denver

Internetpulse is showing some loss Verizon<->NTT and for the the past 4
hours Verizon<->Lelve(3) as well and some Sprint<->Level(3).

Looks to me like maybe something big flapped somewhere between carriers?
