[outages] Ookla/Speedtest.net - looks like last mile

I have the same problems, still.  In addition, I've had it complain
Flash Player wasn't of insufficient version.

On a side note even specifying a subdomain isn't getting past the red
configuration error, it's as if the embeded flash is broken.
