One possibility is that ooVoo peers with AT&T, was being DoSed, and
triggered RTBH but that doesn't seem likely as traces to adjacent IPs
don't show a direct connection.

Alternatively, this may have something to do with it, but it seems like
an awfully big hammer, and applied in the wrong place....
