NOC reported that the excavation team arrived to the site at approximately

Field Services arrived on site and isolated the location of the fiber cut.
Drilling was being done at the site by workers who were installing a
billboard and caused the fiber cut. An excavation team has been engaged
with an ETA of 20:30 GMT. A splice crew has been engaged with an ETA of
22:00 GMT. No estimated restoral time is currently available.8/15/13
