[outages] (Probably) weather-related outages in Toronto (incl. 151 Front)

We took a brief hit on AC power in 602 (Cologix) but not on DC power.
Temperatures rose rapidly but are now starting to cool slowly (chilled water
running at 50% required output I've heard).

Massive flooding in various parts of Toronto according to news coverageŠ.
