[outages] Cogent peering issues in Chicago?

There was an issue with Bell (AS577) to Cogent in Chicago yesterday as
well (~ 14:15 to 17:20 GMT-4). I had a ticket open with Cogent and they
told me the issue was on Bell's side.  Not sure where the issue was
ultimately.
