[outages] Chronic packet loss/latency in LAX (4 providers potentially involved)

Adding to the collective troubleshooting below (which mirrors my
recent observations), I'd offer Tata being congested to various
US-based peers as an additional "x factor".  That is to say, even if
Tata-Comcast isn't congested in a given market, there is a possibility
that Tata-[provider x] might be.
