[outages] Verizon (NY, LEC) issues around 1200 EDT?

Well, I need to wind my watch... we saw path AIS on our OCs out of that CO
at 12:23:39 EDT. Cleared ten seconds later. Voice PRIs took a bit longer to
recover.
