[outages] Florida Capital City & Regional (CenturyLink Outage)

My understanding is that there is a master-ticket open for a region-wide IP
transmit, MPLS, VPLS and Layer-2 transport outage affecting Tallahassee,
Florida region and varying state agencies.

CTL has provided master ticket number 16736859 with no ETA available at
this time.

Just an FYI for any other SP's that may be experiencing issues with IP
transit anywhere within the north Florida territory (and the State of
Florida DMS systems).
