[outages] Rogers fiber cut between Vancouver and Seattle?

Latest from Rogers this morning has the cable on the seabed and Bell and 
Allstream beginning fiber testing at 01:45 PST.  We got link up on our 
circuit at 06:05 PST with connectivity confirmed across it and no flaps 
since that initial link up.
