[outages] Comcast LA issue?

Looks resolved as of about 16:23 PT (UTC-8) -- everything appears
reliable now (all my mail just came flooding in ;-) ).
Looks like there was a link flap or some reconvergence on the forward
path that happened at about 16:21, followed by recovery. (I saw nothing
on the return path). Look about right?
