[outages] Windstream Phone Outage - Southeast (TN)

I'm currently experiencing a total phone outage with Windstream for the 4th
day in less than one weeks time and the 3rd time since Monday. Poor weather
has caused significant issues in Georgia according to their support staff,
with snow and ice in TN being blamed for prior day outages.

Typical time to repair has been about 1hr over the past week.
