[outages] Lightpath Outage in New York area

We are seeing high latency and packet loss on a Lightpath circuit between 
New York City and New Jersey.  The issue started at approximately 12:50pm 
EDT.

There is a message on Lightpath's support number stating that they are 
having a service outage.
