[outages] Cogent Routes - West US

Our monitoring of two of Cogent's IPv6 websites (ipv6.cogentco.com and
www.cogentco.com) have been occasionally timing out since 7:07 pm U.S.
Central.  Not sure if that's related or not, just a data point.
