[outages] Savvis/CenturyLink DC2, DC3 & DC4 - Sterling, VA Outage

We saw quite a few Gomez tests that ran from Reston, VA (SAVVIS) fail
because of this some time ago while the Catchpoint tests didn't. Now
we know why.
