[outages] Large Scale CenturyLink Outage

Our NOC timestamp indicated about 8p CDT for opening a ticket so sounds
suspiciously similar.

According to our case there was an emergency core switch reboot per the LEC
for one of CL's backbone circuits that impacted multiple clients and an
additional card replacement tomorrow morning for 2a-5a.
